ABOUT THE POSITION A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside's Waste Resources Department has an opportunity for a Senior Equipment Operator (Senior EO) to support the Lamb Canyon Landfill located in Beaumont.
The Senior EO will work in a lead capacity and will be tasked with performing a variety of maintenance and construction work assignments through the operation of motorized equipment.
Responsibilities for this position will include the performance of pushing, compacting, grading, and covering municipal solid waste.
The incumbent will assist in instructing and training other Equipment Operators and will work closely with the Supervisor to delegate and assign work as needed to accomplish desired project objectives.
Additionally, the selected candidate will work closely with Managers and other staff at assigned project sites to ensure that work meets survey reference and plan specification requirements.
The Senior EO will skillfully operate equipment including, but not limited to, large tracked bulldozers, compactors, motor graders, and excavators, and will serve as the subject matter expert when it comes to complex manipulations of heavy equipment.
The schedule for this positions will be 4/10.
The most competitive candidates will have a Commercial Class A Driver's License and lead or supervisory experience.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES o Serve as lead worker on a variety of maintenance and construction projects; receive instructions from supervisor regarding assignment and scheduling of personnel and equipment; discuss plans and methods to be followed and priorities and progress of work.
o Provide specific work assignments to crew members; observe work being performed and ensure it is carried out according to specifications, plans, and schedules.
o Operate and maintain road oil mixing equipment; finish final road surfaces with a motor grader to predetermined grade and close tolerances.
o Work from survey reference marks, plans and specifications; check and set grades; service and assist in the repair of equipment as required.
o Instruct and guide others in work methods and practices, and in the operation of tracked and/or wheeled motorized equipment; may act as a relief supervisor.
MINIMUM QUALIFICATIONS
Experience:
Three years in the maintenance or construction of public work facilities (e.
g.
, roads, airports, landfills, or flood control channels) which included one year operating one of the following types of equipment:
motor grader, crawler tractor, large scrapers, road oil mixing equipment, excavator (track), or track laying or wheel/mobile crane.
License:
Possession of a valid Class A or B California Driver's License is required at time of application.
The incumbent must have the ability to obtain a Class A Driver's License, and a non-restricted tank and air brake endorsements within six months of hire.

The Senior EO operates primarily outdoors at landfill sites and is exposed to inclement weather, odors/fumes, insects/rodents, and other environmental conditions.
The responsibilities require independent body mobility to stand, climb, reach and move heavy material bags or mechanical parts.
Additionally, the selected candidate will be required to perform lifting, carrying, pushing or pulling up to 75 pounds in weight with assistance and that the incumbent walk on uneven ground or wet surfaces.
Skills:
Skill in operating tracked and/or wheeled motorized construction equipment to close tolerances.
Knowledge of:
The safety rules, operation, maintenance, capacities, and limitations of construction and maintenance equipment; traffic safety procedures.
Ability to:
Safely operate tracked and/or wheeled motorized equipment; perform a variety of semi-skilled and skilled maintenance and construction tasks; lead and direct the work of others; read and understand plans and specifications relating to construction and field maintenance work; follow oral and written instructions.

MISCELLANEOUS RETIREMENT:
County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier I (Classic Member - Formula 3% @ 60):
Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
As of July 1, 2020, the employee contribution is 7.
25% and subject to change annually.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as classic members.
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
