ABOUT THE POSITION The Department of Public Social Services (DPSS) , Children's Services Division (CSD) is seeking a dynamic leader for the position of Regional Manager, Social Services.
The position is assigned to Harmony Haven Children's and Youth Center in Beaumont.
This role will involve working a 4/10 schedule, Monday to Thursday from 2 PM to 1 AM.
All applicants for positions at Harmony Haven Children's and Youth Center must meet the age requirement of at least 21 years of age as required by the Transitional Shelter Care Facility Operating Standards by the California Department of Social Services.
Applicants who are under 21 years of age are not eligible for positions within Harmony Haven, but may be eligible for positions in other divisions or departments.
The Regional Manager will oversee the operations of Harmony Haven, a temporary shelter for foster youth.
The Regional Manager will report to a Deputy Director of Public Social Services and will have full responsibility and accountability for managing the services of an assigned district or specialized unit.
The ideal candidate is an effective leader, mentor and strong communicator with a relentless drive and vision for organizational change management.
The candidate will have a history of progressive experience towards management and taking teams to the next level.
The candidate will also have extensive knowledge of child welfare programs and industry best practices to achieve process improvements.
Candidates with previous residential care experience are highly desired but not required.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution.

33100000 EXAMPLES OF ESSENTIAL DUTIESo Plan, organize, direct, and coordinate through subordinate supervisors all social service activities within an assigned district or a specialized unit responsible for the assessment, implementation, and evaluation of new service initiatives and County programs; the development, implementation and training of program policies and procedures; may act as liaison with internal and external stakeholders.
o Evaluate policies and procedures, and casework practices for effectiveness and consistency with department goals and standards; evaluate and assess operations relative to effective utilization of resources and achievement of goals, standards, and program compliance; develop and recommend or implement changes to improve operations or modify programs to achieve organizational outcomes.
o Provide consultation and guidance to subordinates on unusual, sensitive, or complex case problems; confer with subordinate supervisory personnel and other staff on policy, program, and procedure modifications, and develop solutions.
o Assist in preparing budget estimates and justification, monitor expenditures and maintain cost controls to compliance with budget provisions.
o Keep abreast of local, state, federal, and other regulatory agency laws, rules, regulations, policies and procedures to ensure compliance; represent the Department in contacts with public and private agencies or the community on matters relating to social service functions; understand, interpret, and apply the laws, regulations and policies applicable to public social service programs; review and implement administrative and operational procedures and methods to ensure compliance.
o Direct research and establish evaluative controls on accuracy and on case results; select and assign subordinate supervisors and evaluate their performance; prepare correspondence and reports as required.
o Drive frequent, long distances away from the home office to conduct field visits; attend meetings, trainings, conferences and community events; may conduct visits to out-stationed staff at remote locations and supervise outlying offices.
o Maintain up-to-date electronic records of all aspects of client case management in a centralized database.
o Represent the County, Department or Agency in state and/or County-wide at local, regional and statewide committees, conferences, meetings or training; establish and maintain effective working relationships with other agencies, community organizations, public officials and other staff members and individuals.
o Foster subordinate supervisory and employee development through performance appraisals, constructive feedback, and recognition of exceptional abilities; oversee and review all staffing and personnel management issues; take appropriate action to assist subordinate supervisors in resolving personnel problems.
o Conduct analysis on new or proposed State legislation pertaining to operations; and may prepare and recommend new or revised policy and procedures for review and approval by executives.
o Conduct analysis on budgetary, fiscal, staffing, and human resources data, information, matters, or issues; and provide findings, recommendations, or requests to administrative managers or staff in regard to budget, fiscal, human resources, or program development matters.
o Serve as In-Charge Deputy Director during absence of Deputy Director.
MINIMUM QUALIFICATIONSEducation:
Graduation from an accredited college or university with a Bachelor's degree in social welfare, social or behavioral sciences, social/human services, counseling, or a closely related field.

Experience:
Four years in social case planning/case management in a public or private agency, at least two years must be equivalent to either a County of Riverside Children's Social Services Supervisor II or a Social Services Supervisor II classification.
Knowledge of:
Laws, regulations, and policies governing a public social service agency; principles of public administration and personnel management as they apply to the operation of social service programs; techniques of providing casework consultation to staff members; principles of community organization; social service research methods.
Ability to:
Plan, organize, and manage the work of a large social service staff in an assigned geographical district; analyze service delivery and administrative problems; generate and evaluate alternatives, reach practical conclusions, formulate recommendations and institute effective solutions; understand, interpret, and apply the laws, regulations, and policies applicable to public social service programs; establish and maintain effective working relationships with other agencies, community organizations, public officials, and other staff members and individuals; prepare clear, concise and logical oral and written reports.

MISCELLANEOUS RETIREMENT:
County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier I (Classic Member - Formula 3% @ 60):
Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
As of July 1, 2020, the employee contribution is 7.
25% and subject to change annually.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as classic members.
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

Employee may receive pay in lieu of up to 80 hours per calendar year.
Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours.

HOLIDAYS:
Normally 12 paid holidays per year.
BEREAVEMENT LEAVE:
5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE:
$50,000 of term life coverage.
Premiums are paid by the County.
Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD):
Benefit pays 66.
67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65.
Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION:
A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
OTHER:
There may be other benefit provisions as specified in the applicable Memorandum of Understanding, Management Resolution, or Salary Ordinance.
